Open your league on fantasy.premierleague.com - the ID is in the URL: leagues/<ID>/standings/c. You can also sign in and connect your FPL Team ID to see all your leagues automatically.

Can I view someone else's league without joining it?

Yes, if it's a public classic league. Paste the league ID into the form on /leagues, or use the direct URL /league/<ID>.
